Because that is the difference between "this continues" and "this stops".
Mining Layers is free and stays free. That does not change.
Dig With Anything is what pays for the hours behind both. One copy passed on is one membership that does not happen — and the next mod is what it costs.
There is a practical reason too. On other sites you find old versions, renamed zips, and sometimes something that is not our mod any more. Downloading here means you have the build we made, with the changelog that belongs to it.
What is explicitly allowed: recording video, streaming, and making money from it. Playing on your own servers, including with other people on them. Keeping the version you downloaded even after a membership ends — what ends is access to new downloads, not your existing copy.
What is not: passing the file on. Not unchanged, not for free, not in a mod pack.
And if you have something in mind that is not covered here: ask. Server communities, translations and arrangements with content creators are things we say yes to more often than no.
